Matthew Swindells
President of Health Care Supply Association (HCSA) & Chair of the North West London Acute Provider Collaborative
Matthew is the Chair of the Board for the four acute hospitals that make up the North West London Acute Provider Collaborative – Chelsea and Westminster NHS Foundation Trust, The Hillingdon Hospitals NHS Foundation Trust, Imperial College Healthcare NHS Trust and London North West University Healthcare NHS Trust. He also runs his own consultancy, MJS Healthcare Consulting, through which he provides strategic advice on digital transformation and global healthcare to a small number of innovative companies. He has spent his entire career in healthcare, most recently as Deputy Chief Executive and National Director for Operations and Information for the NHS in England. In this role he led the NHS's operational management, emergency response, major transformation programmes and the creation of Integrated Care Systems, to move the NHS away from a market system towards population health management. He was also responsible for the development of the NHS’s digital strategy and launch of the NHS app, which enables people to access their GP health record, interact with the NHS and provides the national vaccine passport. Matthew’s NHS career started as an NHS supplies management trainee and includes a series of operational management roles in the NHS up to Chief Executive at the Royal Surrey County Hospital and as the NHS’s first Chief Information Officer. He then worked in government, firstly as head of the health team in the Prime Minister’s Office of Public Service Reform and then as special policy adviser to the Secretary of State for Health, during which time the government passed the smoking ban legislation and the NHS was identified as the world’s leading health system by the American think-tank, the Commonwealth Fund. After this, Matthew moved into the private sector and took his family to America to be Senior Vice President for global strategy and population health for Cerner, at that time the world’s largest dedicated healthcare IT company. Matthew is President of the Health Care Supply Association (HCSA) and holds a Visiting Professorship at Imperial College Institute of Global Health Innovation.
Keith Rowley
Chief Officer of the Health Care Supply Association (HCSA) and MD of the North of England Commercial Procurement Collaborative
Keith Rowley has been Managing Director of NHS North of England Commercial Procurement Collaborative (NOE CPC) NOE CPC, a wholly owned part of Leeds and York Partnerships NHS Foundation Trust (LYPFT) since 2012. Through NOE CPC Keith is responsible for a range of services including the Collaborative Procurement Hub, the Hotel Services Category Tower and the shared Procurement and Logistics services delivered to LYPFT and Leeds Community Healthcare NHS Trust (LCH). Prior to joining NOE CPC, Keith worked in the IT Services Sector for 14 years, where he covered a wide spectrum of roles including procurement, sales, marketing, and operations. Most recently Keith has been appointed Chief Officer of Health Care Supply Association (HCSA). Keith is particularly interested in ensuring the role of Procurement is valued and developed to ensure it continues to underpin the success of the NHS.
Stuart Nelson
Chief Commercial Officer
Stuart joined the Department of Health and Social Care as their Chief Commercial Officer in July 2024, following a 30-year career in the private sector where he held commercial roles in financial services, professional services and retail in both the UK and USA. Stuart joined DHSC from Morrisons where he held a number of positions, most recently leading their Services division – running all of the group’s non-food and drink services, including their pharmacy business.
Jacqui Rock

Jacqui was previously Chief Commercial Officer, Head of Corporate Services and Transition Director at the UK Health Security Agency. As a member of the NHS Test and Trace Executive Team, she was a driving force behind dynamic and rapid innovation and technology development in the supply chain. Jacqui was formerly director for the Defence Infrastructure Organisation at the Ministry of Defence and was a member of the Cabinet Office Commercial Function. She joined the UK government after 30 years in the financial services industry where she held multiple executive positions in companies including Credit Suisse, JP Morgan, Barclays and Bank of America Merrill Lynch.
Andrew New

Andrew joined NHS Supply Chain as Chief Executive Officer (CEO) in September 2021 and has focussed on leading the organisation to deliver a broad range of value to the NHS. Prior to this, Andrew was Executive Director for Procurement and Supply Chain at JCB and has also held senior roles at Magnox Ltd and Babcock International Group PLC. Andrew has extensive experience in business transformation, total lifecycle cost management, customer and supplier engagement, and deploying technology to optimise operational performance.
Andrew Daly
Partner and Head of Procurement
Andrew is a partner and the head of procurement within Hempsons’ specialist procurement law team. He has over 17 years’ experience of working with the NHS and specialises in procurement law, acting both for contracting authorities and bidders. Andrew utilises the knowledge gained from acting for clients on both sides of the fence to provide pragmatic advice on running defensible procurement processes/defending procurement law challenges, and also to advise bidders on improving their chances of success/challenging defective processes. Andrew led on the successful and timely delivery of one of the first innovation partnership procedures under the Public Contracts Regulations 2015 and regularly advises on designing and structuring processes, drafting procurement documentation and defending procurement law challenges. He also acted for the commissioner in defending the first NHS v NHS procurement challenge to reach the courts. Andrew is also currently advising on the implications of the current consultations for changes in procurement law, as well as specific changes to the commissioning of healthcare services. Andrew regularly provides training on procurement law duties and writes articles for publications dealing with procurement.
Mary Mundy

Mary is an experienced commercial lawyer with a particular focus on public procurement. She has extensive experience advising clients in a range of sectors including health, central government, local government, housing and utilities. Mary has experience of working in-house and has previously been Legal Counsel at DHL advising NHS Supply Chain on setting up framework agreements for health supplies and a commercial lawyer at the regional development agency, Yorkshire Forward, where she advised on some of their most complex projects including Finance Yorkshire and the Leeds Arena.
Simon Whitehouse
Chief Executive Officer
Simon has worked in the NHS for 30 years in a variety of roles. He graduated as a physiotherapist from Keele University in 1995, having trained at the Robert Jones and Agnes Hunt Orthopaedic Hospital (RJAH). He started out as a Physiotherapy Assistant and learnt a lot from that role before he trained and qualified as a physio. Having worked clinically for several years, he went to work for the Chartered Society of Physiotherapy in their employment relations team and worked nationally on the introduction of the NHS Agenda for Change Pay System, prior to moving into more senior management roles. More recently, Simon was Chief Executive of two of the Cheshire Clinical Commissioning Groups, before joining the Staffordshire and Stoke-on-Trent ICS as its Director in June 2017. Simon is passionate about clinical leadership and about ensuring that our focus is always on improving things for the people that we serve. He has a Master’s degree in leadership and change management from Manchester University.
Michelle Johnson

Michelle has worked within the NHS as a registered adult and child nurse for over 39 years. She has held senior operational management and nurse leadership posts in hospital, mental health, and community health services mostly across north London. Her most recent post before joining NHS Supply Chain was as Deputy Chief Clinical Officer for the North Central London (NCL) Integrated Care Board. Recent previous posts include Chief Nurse and Director of Allied Health Professionals at Whittington Health NHS Trust, Chief Nurse at Camden and Islington NHS Foundation Trust and Director of Nursing for Children & Young People at Barts Health NHS Trust. She is a Queen’s Nurse, has a MSc Child Health and has been a Florence Nightingale Leadership Scholar. She has sat on the Clinical Leadership Group for the Healthy London Partnership Children and Young People Programme, been a member of the NCL Clinical Advisory Group and NCL Non-Pay Programme Board. She has previously been the clinical lead for a major maternity and neonatal services transformation programme. She has recently completed her term as Trustee and vice chair for Roald Dahl Marvellous Children’s Charity. Michelle was awarded an MBE in the Queen’s New Year’s Honours Award in 2021.
Deborah Clatworthy
Deputy Chief Nurse
Deborah has been working as the Deputy Chief Nurse at Whittington Health NHS Trust since 2021. She began her career in the NHS in 1984, and qualified as a Registered Nurse working on an acute medical ward at the Royal Berkshire NHS Foundation Trust in Reading, later moving to London to specialise in HIV/AIDS at Barts Health NHS Trust. Deborah's journey at Whittington Health NHS Trust began in 1997 as a Ward Sister, later working as a Matron, Associate Director of Nursing and several other senior nurse roles in medicine, surgery, and clinical governance. Deborah has also been a Board Trustee of a nonprofit making charity, Greensleeves Homes Trust. Alongside her Deputy Chief Nurse role, Deborah is the Clinical Lead for NCL ICS and a member of the London Regional Advisory Forum. She is passionate about clinical engagement in procurement and its potential to provide best value for money , allowing for greater focus on improving patient safety and care.
Richard Evans

Richard joined NHS Supply Chain in April 2024, having previously held an executive leadership role at global procurement and supply chain consultancy Proxima and has worked across sectors including retail, financial services, manufacturing and pharmaceuticals, covering value delivery, supply chain assurance and both cost and operating model transformation. He has 20 years’ experience in procurement and commercial management across the public and private sectors.
Karen Conway

Karen Conway advances the role of supply chain to achieve a value-based healthcare system that optimizes the cost and quality of care, while improving both equity and sustainability in care delivery. She applies her knowledge of supply chain operations and systems thinking to align data and processes to improve health outcomes and the performance of organizations upon which an effective healthcare system depends. In 2020, Conway provided closing remarks for a G20 Summit pre-event on leadership to achieve sustainability in the health sector; she has also led the supply chain curricula at recent summits on health system recovery, health equity and ESG. Conway is former national chair of AHRMM, the supply chain association for the American Hospital Association, and an honorary member of HCSA. She currently serves on the U.S. Healthcare and Public Health Sector Coordinating Council (HSCC) and the working group on forced labor in the healthcare supply chain. She has also served on the GS1 Global Healthcare Leadership Team and on the healthcare advisory board for CAPS Research. Conway is a co-author of Strategic Management of the Healthcare Supply Chain (Wiley, 2023) and Leading from the Edge, a best-selling book on global leadership (ATD Press, 2013). Conway holds a masters in the Science of Healthcare Delivery from Arizona State University and a bachelors degree from The Colorado College.

Brendan Hall

Brendan Hall is widely known for his talents as a professional yacht skipper, who impressively won the Clipper Round the World Yacht Race 2009. Joined by a team of 44 amateur sailors, Brendan was the youngest and least experienced member of the crew but nonetheless played a pivotal part in guiding his team to claim victory at an impressive 20 point advantage of their nearest competitor. We are the charity that helps children and young people (0-25) and their families find the strength to face whatever cancer throws at them. We'll face it all, together. I work alongside families, groups/associations and businesses to raise awareness and funds to support the essential services that we provide to children, young people and their families as they face treatment for cancer. Prior to that I ran my own fitness business and also held contracts within the charity sector. On a personal note throughout life I have aimed to support people and was a life-time carer to a Mum & brother who had MS , prior to their deaths. I am a keen triathlete and being active is a huge part of my life.

Tracey Cramond has worked in the NHS Procurement for over 8 years as a senior procurement professional and has gained experience of all aspects of Public Sector Procurement during that period whilst working in an Acute Trust. Whilst in the trust she was seconded onto the Scan4Safety programme to implement the adoption of GS1 and PEPPOL global standards. Tracey also took a lead for supplier engagement to the programme, hosting and facilitating large supplier/Trust events to share the programme requirements and stimulate engagement and programme uptake, also working with the Department of Health & Social Care on supplier adoption initiatives for Scan4Safety and PEPPOL. She is currently seconded onto the DHSC Test & Trace programme offering supplier and contract management expertise and support to the Commercial Consumables, Reagents and Equipment category. Tracey is also an Enterprise Adviser – working in partnership with the North East Local Enterprise Partnership (January 2019 to date). Her voluntary role as an Enterprise Adviser sees her work closely with Derwentside College to help shape the delivery of careers education and build a whole-school careers strategy, giving input as a business leader. This work is part of the North East Local Enterprise Partnership’s (North East LEP’s) North East Ambition programme, which works to support schools and colleges to meet the Good Career Guidance Benchmarks; a set of standards all schools must work towards achieving to help each and every pupil. Tracey has recently been appointed to the Board of Trustees at Derwentside. In her spare time Tracey is an avid fund raiser for charity, working on exciting local projects to improve the palliative care pathway and the end of life patient experience. She has also been the Chair of the North East Branch Morris Minor Owners Club for the last 17 years, with a membership of over 60 paid up Northern lads and lasses. She enjoys the arts, classical music, musical theatre and is an artist in her own right using the oil medium.

Mark Roscrow MBE
HCSA Chairman of Trustees
Mark joined the National Health Service in 1978 and worked for the Mid Glamorgan Health Authority Supplies Department, later moving to WHTSO (which became the Welsh Health Common Services Authority). In 1980, he joined the North West Regional Health Authority as a purchaser at Trafford Park Hospital. Following a move back to Wales as Head of Purchasing in East Dyfed Health Authority, he returned to WHCSA as Director of Materials Management with the creation of the Procurement Group in Wales. In 1996, he served as Director of Welsh Health Supplies following the market testing of the Contracting and Supply Chain services. In 2011, Mark was appointed as the Director of the Procurement Division of the NHS Wales Shared Services Partnership. The Division has over 500 staff across locations the length and breadth of Wales covering Sourcing, Supply Chain, Accounts Payable, Purchasing and Capital. Mark also has the responsibility for the Health Courier Service, following its transfer into NWSSP from Welsh Ambulance Service. Mark retired from this post in 2019 to take up the role of Programme Director focusing initially on Brexit and latterly the COVID Pandemic. In 2012, Mark was honoured for a lifetime of outstanding achievement at the National Government Opportunities (GO) Excellence in Public Procurement Awards. He was recognised for his part in driving forward public procurement and making a real difference within the profession over an extended period of time and in 2017 he was awarded with a MBE. Mark is Chair of Trustees for the HCSA and also a Trustee of the Wales Quality Centre.

Claire is a registered nurse, clinical procurement professional, researcher and published author, with a specific focus on the clinicians, nurses and AHPs role in healthcare delivery and patients central to our healthcare system. Claire's journey to date encompasses almost 2 decades of service in the Army with the Royal Military Police and Queen Alexandra's Royal Army Nursing Corps. Providing lifesaving interventions to diverse populations in the most austere environments with limited resources. Since leaving the forces, her journey has taken her into the world of procurement, specifically into clinical procurement as a Director in the Private Sector, nationally with Clinical Procurement Partnership and latterly at Worcestershire Acute Hospitals NHS Trust as the Clinical Procurement Nurse Lead. During her career and various life experiences to date, Claire quickly realised the fundamental role of Clinical Procurement Professionals and Clinical stakeholders in delivering value in procurement in healthcare. This is supported by recently published empirical research, which represents the lived experience of clinical staff and clinical procurement professionals, giving them a voice. It is this empirical research which underpins her talk and looks beyond the research to consider how we manage change to incorporate the clinical procurement professionals and voice of clinical stakeholders to build a value driven and effective future healthcare system.

Alexandra is Head of Sustainable Procurement and Supply Chain at NHS England and NHS Improvement, where she leads the team responsible for delivering a net zero Carbon Footprint Plus for the NHS, which comprises over 60% of total emissions. In 2020, the NHS became the world’s first national health system to commit to become ‘carbon net zero’. Carbon Footprint Plus includes the NHS’ wider supply chain, aiming for an 80% reduction in emissions by 2036-2039 and Net Zero by 2045. Following the release of the ‘Delivering a Net Zero Report’, Alexandra has led the development and implementation of activities to achieve net zero carbon, drive social value and eradicate modern slavery across the supply chain. Before joining NHSEI, Alexandra led on the strategic and operational implementation of green plans for NHS organisations across the country, as well as some of the largest decarbonising infrastructure projects in the health sector enabled by procurement frameworks. Alexandra holds a Master’s degree in Environmental Policy from Edinburgh University, she graduated with honours from Boston College in the USA, and has previously led the award-winning sustainability programme at Guy’s and St Thomas’ NHS Foundation Trust.

Luke is the Supply Chain Development Lead at Newcastle Hospitals, where he leads a large team managing the trust's inventory and logistics departments. Luke has worked in the NHS for 18 years after relocating to the North East. He started on the shop floor in materials management and went on to develop his skillset, working in purchasing and then into procurement. From there, Luke has gone on to specialise in operational management, including involvement in major schemes such as the Northumbria Specialist Emergency Care Hospital, the Nightingale North East and the Integrated COVID Hub North East. Luke is now a key member of the trust's delivery team to implement an IMS system, part of the NHS Supply Chain national in-trust Inventory Management and Point of Care Scanning programme.

Tom has spent 15 of the last 17.5 years working for NHS Supply Chain in a variety of leadership roles within the Customer Engagement function of the organisation. In his current role, Tom is the first ever appointed Head of Care Pathway. Tom leads a multi-disciplinary team of commercial change agents and clinical nurse advisors whose purpose is to partner expertly with NHS Provider Organisations and Integrated Care Systems and in doing so help the NHS to deliver enhanced patient outcomes whilst driving system productivities and efficiencies. Tom also had a 2.5 year spell working in leadership roles at NHS Shared Business Services before returning back to NHS Supply Chain in 2019. Outside of work, Tom’s life revolves around his wife and their 3 children (Matthew, Molly & Megan). Exercise and sport are important parts of Tom’s life too whether it be swimming 7-8 km per week, playing for 2 Vets Football Teams or time in the gym. Leanne is a dedicated healthcare professional with a strong clinical background and expertise in healthcare supply chain management. She began her career as a Critical Care Sister in East Lancashire, later training as a Surgical Care Practitioner specialising in cardiothoracic’s in South Yorkshire, where she gained invaluable experience assisting in complex surgeries and patient care. In 2016, Leanne transitioned to a role within NHS Supply Chain as a Clinical Nurse Advisor, where she applied her clinical insight to guide product selection and improve care delivery through efficient supply management. By 2021, she took on the role of Lead Clinical Adviser in the Cardiology Category, leading efforts to align clinical needs with product offerings that support cardiology care across NHS services. Since February this year, Leanne has been part of the newly formed Care Pathway team within the Customer Directorate, where she works to optimise clinical pathways through innovative supply chain solutions. In this role, she collaborates closely with healthcare providers to ensure that the right products and services are available to enhance patient outcomes, streamline care processes, and drive value across the NHS. Outside of work, Leanne enjoys staying active at the gym and spending quality time with family and friends.
